Split is the right call when:

  • A government form wants pages 3–5 as its own upload.
  • Client A must never receive Client B’s pricing from a combined export.
  • You need email-friendly chunks and the portal forbids multi-section PDFs.
  • You already tried compress and the complaint was still “send scope without the appendix,” not “still too many megabytes.”

Compress is the right call when:

  • The narrative is one document—proposal, contract, signed packet.
  • Splitting would create twelve tiny files nobody asked to manage.
  • Size is the only complaint and every page must stay together.

Merge first when the pages you want to split still arrive as separate PDFs. You cannot extract ranges from a file that does not exist yet.
