Search layer versus editable document
OCR (optical character recognition) recognizes glyphs in page images and stores text so PDF viewers can search and select. The visual page often stays scan-like; you are upgrading access to characters, not handing off a Word template.
PDF to Word rebuilds an Office document. Headings, tables, and body copy may shift; the goal is editability and downstream Word workflow (track changes, styles, merge fields). That is a different contract than “make this PDF searchable for counsel.”
Digital-born PDFs that already allow select-all may skip OCR entirely and go straight to Word export when editing is the ask. Image-only pages fail select-all—that is your cue OCR may precede anything else.

Choose OCR when stakeholders will keep working in PDF but cannot find text today.

If the brief also demands smaller file size, OCR is not compress; handle bytes on Compress PDF separately after you confirm search works.

Choose Word export when the next editor opens Microsoft Word and expects DOCX.
Typical fits:
- Marketing must rewrite brochure copy originally delivered as PDF.
- Tables need restructuring that PDF editors handle poorly.

Run PDF to Word, then budget cleanup for column breaks, floating text boxes, and headers duplicated in body. Treat output as a working draft, not pixel-perfect design.
On scan-heavy inputs, if Word export returns empty paragraphs, return to OCR or ask for a better scan—Word cannot invent characters the file never contained.
When both jobs appear in one project
Some threads need OCR first, Word second:
- Confirm the PDF is image-only (select-all fails).
- Run OCR so text exists inside the PDF for search and cleaner extraction paths.
- If the deliverable is still DOCX, run PDF to Word and edit in Office.
- If the deliverable remains PDF, stop after OCR proof unless compress or protect are separate asks.
If the client only wanted plain text for a database, PDF to Text or PDF to Word may route you to text export instead of Word—OCR might still precede extraction on scans.
When publishing back to PDF after Word edits, use PDF to Word or Word to PDF for the outbound direction—OCR does not replace that return trip.
Quality checks after download
After OCR: search uncommon terms; spot-check numbers and proper nouns; compare a random paragraph to the scan visually. OCR confuses 0 and O often enough that finance lines need manual verification.
After Word export: scroll for split tables and orphan headings; fix styles once rather than line-by-line font tweaks; note where manual retyping beats fighting auto-layout on multi-column marketing PDFs.
If I were quoting hours, I would assume OCR proof is lighter than Word restructuring on the same scan— but binding work still needs human eyes either way.
Routing errors on scan PDFs
Word export on a fax without expecting cleanup. You get a DOCX skeleton; the client assumes perfect layout. Set expectations or OCR first when search inside PDF was the real win.
OCR when the client asked for redlines in Word. Searchable PDF does not give track changes. Pivot to Word export once characters exist.
Running OCR twice hoping for smaller files. OCR adds text objects; size may grow slightly. Compress is a separate decision.
Using PDF to Text when they need styles. Plain text strips design; Word export or OCR-plus-Word is the richer path—see the text cluster for snippet-only jobs.
