Vendor email: “one consolidated model.” Legal adds: “PDF only, no formulas visible.” Same week, another client wants three regional XLSX files unchanged—no rollup. File count versus file format

Merge Excel is a structural job. You start with more than one workbook (or sheets split across files) and end with one XLSX stakeholders can still open in Excel. Formulas, tabs, and cross-sheet references remain live—which is why finance often wants merge before they sign off on numbers.

Excel to PDF is a presentation job. You start with one XLSX (already consolidated or always single-file) and end with PDF pages suited to “do not change these cells” review. Recipients who must edit formulas should receive XLSX, not PDF—export is the wrong card when edit rights are implied.

Confusing the two sends three separate PDFs when the client asked for one rollup model, or merges tabs you did not need before exporting a PDF that still hides the wrong print range.

Start with merge

Open merge when the statement of work names one workbook built from several inputs.

Typical fits:

  • Regional sales files must appear as tabs in one master for the CFO.
  • Monthly actuals arrive as separate downloads that finance expects in a single file.
  • A portal accepts one XLSX upload, not a zip of twelve books.
  • You need consistent sheet order before anyone reviews formulas across regions.

Run Merge Excel, then open the download and verify sheet names, broken links, and duplicate tabs. Merge stacks content; it does not audit formula correctness across regions—that remains your spreadsheet discipline.

If the brief never asked for consolidation, merging can create rework. Ask whether recipients want one file or parallel files before you stack.

Start with Excel to PDF

Open Excel to PDF when file count is already correct and PDF is the required deliverable.

Typical fits:

  • Client policy: external shares must be PDF, not XLSX.
  • You hold a single approved model and need frozen pages for board packs.
  • Print shops or e-sign tools expect PDF pagination.
  • Reviewers should see values without accidental formula edits.

Before export, set print area, page breaks, and fit-to-page inside Excel when wide tables otherwise shrink into illegible type. Run Excel to PDF and inspect page one, any chart slides, and the last tab’s footer rows.

Excel to PDF does not merge disparate workbooks you have not combined—export renders the workbook you upload.

Merge then export sequences

Many vendor threads need both jobs in order:

  1. Merge regional or monthly files with Merge Excel when one master is required.
  2. Proof tabs and totals in Excel while the file is still editable.
  3. Export the master with Excel to PDF when PDF is the outbound format.

Reverse order fails when PDF was supposed to represent combined logic but you exported each region separately—reviewers see three PDFs, not one consolidated story.
